The 5 percent energy use for recycled vs primary is the only number that matters. If the regulator makes it more expensive to run a secondary plant than a primary smelter, the whole circular economy argument dies. It is a massive waste of a low hanging fruit for decarbonization.

Basically, the EU is making it cheaper to import primary aluminium from places with no carbon tax than to recycle scrap at home. That is the definition of carbon leakage. The CBAM was supposed to fix this, but the combined pressure of ETS and CBAM is just squeezing the recyclers.
