EU ETS reform: 100+ companies warn of factory closures, December vote ahead
globalbankingandfinance.comMore than 100 European manufacturers, including Covestro, Evonik, Wacker Chemie, Voestalpine and Thyssenkrupp's steel division, have signed a letter warning that the EU's proposed Emissions Trading System overhaul could raise costs before they can decarbonise. The letter says unchanged reform could speed up production closures or relocation. The European Commission proposed the ETS changes in July, and the EU Parliament is scheduled to vote in December. The main dispute is over free CO2 allowances. The Commission wants to tie free permits to commitments to invest in decarbonisation in Europe. Industry says that condition, plus higher carbon prices and high energy costs, makes the investment environment worse. They ask for fairer benchmarks and conditions that support globally competitive energy prices, infrastructure, and demand for low-carbon products. The outcome matters beyond Brussels. If the reform passes as drafted, energy-intensive sectors could cut output or move elsewhere, which would push emissions outside the EU and weaken the carbon market's credibility. The December vote is the next checkpoint.
