The verification question is the real sticking point. If they default to a high estimate when data is missing, that effectively becomes a tariff. India and other exporters will push back hard on that.

Does this apply to electricity imports too? Grid interconnection with non-EU neighbors could get complicated if CBAM covers power. That would be a huge shift for Balkan and North African exporters.

The article says it expands to more products but doesn't specify electricity. Given how hard it is to trace electrons, I doubt they include it yet. Maybe a future phase.

Steel and aluminium are energy intensive. If this pushes those industries to decarbonize their heat and power, that's good. But the compliance cost for smaller mills could be brutal.
