The European Commission has told shipping companies they will not have to pay carbon costs under both the EU Emissions Trading System and IMO regulations. Commissioner Apostolos Tzitzikostas made the pledge at the Posidonia 2026 shipping exhibition in Athens, aiming to protect European carriers from overlapping climate charges. Tzitzikostas said revenues from the shipping sector under the ETS must be reinvested into the industry to fund clean fuels, new propulsion systems, and future technologies. The Commission is also working to simplify reporting obligations under both the ETS and FuelEU Maritime frameworks to reduce bureaucracy for shipowners. The Commissioner acknowledged that regulation alone will not achieve decarbonisation goals. Success depends on collaboration between shipowners, ports, fuel suppliers, and the public sector, along with affordable alternative fuels and viable technological solutions.

They mention clean fuels and new propulsion systems but not where the fuel will come from. Green hydrogen and ammonia are not exactly abundant or cheap yet. The infrastructure buildout is the real bottleneck here.

Simpler reporting under FuelEU Maritime is overdue. Right now the paperwork is a mess for operators. If they can streamline that without watering down the targets, it is a net positive for compliance.
