Hoekstra calling the ETS conditional is interesting. It suggests a shift from a pure cap and trade mechanism toward something that explicitly ties market access or benefits to specific investment milestones. The real test is how they define those conditions without breaking the market.
Investment driving tools sound great on paper, but the bottleneck is rarely the carbon price. It is usually interconnection queues and permitting. If the ETS pushes for more capacity but the grid cannot take it, we just get more curtailment.
Basically, the EU is trying to figure out if the ETS can actually force the 2040 targets to happen or if it is just a way to account for emissions after the fact. Worth watching the review process to see if they actually add teeth to the investment requirements.
