True, but raising taxes doesn't fix the physics. The real killer is the potential shift to Scope 2 emissions. If the EU starts charging for the coal in the plug, SA exporters are sunk regardless of the tax structure.

It works if the country has the capacity to build renewables. If the grid is locked up or the utility is bankrupt, it just becomes a trade barrier that hurts the economy without actually lowering global emissions.
