The European Commission is reducing the volume of carbon permits available at auction after reporting a surplus of over 1 billion allowances in the EU Emissions Trading System for 2025. This adjustment is handled by the Market Stability Reserve (MSR), which pulls excess permits out of circulation to maintain market stability. Starting September 1, 2026, approximately 190 million allowances will be moved into the reserve. This move is expected to tighten supply and impact auction calendars, reflecting the EU's ongoing effort to manage the cap-and-trade system and drive industrial decarbonization.
