The European Commission says it will not offer further concessions on ETS2, the EU carbon market for buildings and road transport. Climate Commissioner Wopke Hoekstra said more than two-thirds of EU countries still support keeping the implementation timeline on track. That removes, for now, the risk of another political renegotiation before launch. Separately, EU governments are aiming for a December agreement on a broader review of the existing ETS for power and industry. The review includes changes to free allowances and an expansion to additional flights and smaller ships. For anyone tracking carbon markets, the December outcome matters more than the headline: it will set how many allowances stay free and how wide the cap gets.
