Ukrainian metallurgists are warning that EU carbon duties and tightening import quotas could shut them out of European markets by 2030. Without a specialized decarbonization pathway and access to green financing, the industry faces a significant loss in export revenue. The situation is complicated by the continued flow of Russian steel into the EU and the use of discounted Russian raw materials by third-party exporters. This creates a competitive disadvantage for Ukrainian producers struggling with rising energy costs and military risks.
