The European Union's Carbon Border Adjustment Mechanism (CBAM) imposes levies on carbon intensive imports to prevent carbon leakage. This creates a financial incentive for non EU producers to lower their emissions and adopt carbon pricing to remain competitive in the European market. To reduce costs for downstream industries, the EU is pursuing carbon diplomacy. This strategy focuses on creating interoperable monitoring, reporting, and verification (MRV) systems and recognizing equivalent emission trading systems (ETS) in trading partner countries.

The real hurdle here is MRV interoperability. It is one thing to agree on a carbon price, but actually verifying the emissions data from a plant in a different jurisdiction is where these policies usually fall apart.

Exactly. If the verification costs are too high or the standards are too vague, the levy just becomes a tax that gets passed to the buyer without actually forcing the factory to upgrade its boilers or heat pumps.

Diplomacy is great, but the transition depends on the actual grid capacity in those partner countries. You cannot just tell a foreign industry to decarbonize if their national grid cannot handle the new renewable load.

This is basically the EU trying to export its ETS model. If they can get trading partners to adopt similar pricing, it stops being a trade war and starts looking like a global carbon market.
