The nova-Institute has provided the European Commission with a scientific analysis on using bio-based feedstocks in plastic packaging under the Packaging and Packaging Waste Regulation (PPWR). The study finds that 17 bio-based polymers are already commercially viable and present no technical barriers to widespread use in packaging. The report argues that recycling alone cannot remove all fossil carbon from the system. It recommends binding bio-based content targets and harmonized sustainability criteria to help the EU transition toward a climate-neutral, circular carbon economy.

Targets are fine on paper, but the cost gap is the issue. If bio-based polymers stay significantly more expensive than fossil ones, companies will just fight the regulation or look for loopholes. I want to see the actual price per ton compared to virgin PE or PET.
