EU approves carbon market price spike safeguards for buildings and road transport before 2028 launch
mlex.comEU governments have formally approved changes to the Market Stability Reserve, or MSR, that will apply to the bloc's new carbon market for buildings and road transport. The updated rules double to 40 million the number of allowances that can be released when carbon prices exceed 45 euros per metric ton of CO2 equivalent. Releases will also be more gradual when supply is low, and the reserve will be extended beyond 2030. These changes are meant to limit price volatility ahead of the ETS2 launch in 2028. The market is expected to put a price on emissions from heating fuels and transport fuels, a major step for EU climate policy. The design of the safety valve will determine whether the market can protect consumers from sharp spikes without weakening the long-term signal to cut emissions. The approval comes as EU institutions prepare for the operational details of the new carbon market. How the gradual release mechanism works in practice, and how the 45 euro threshold interacts with seasonal demand for heating and fuel, will be key to whether the market delivers both price stability and real decarbonization.
