Ethiopia's House of People's Representatives has approved the Ethiopian Carbon Market Proclamation No. 1436/2018, creating a legal framework for carbon trading. The law replaces previous ad hoc practices with a transparent system to regulate transactions, support green investment, and help Ethiopia meet its Paris Agreement emission reduction targets. The proclamation also covers technology transfer and high-quality green investment promotion. Alongside the carbon market law, lawmakers passed a revised Federal Tax Administration Proclamation and a new Ethiopian Statistical Service Proclamation. The tax reforms include an independent expert panel under the Prime Minister's Office to handle taxpayer complaints. The statistical service law aims to align Ethiopia's data systems with international standards while protecting data confidentiality. These three proclamations are part of Ethiopia's broader reform agenda to strengthen institutional governance in climate, fiscal, and statistical sectors. The carbon market legislation in particular signals Ethiopia's intent to attract carbon finance and participate in international emissions trading with a clear legal basis.
