The $310 billion savings figure is doing a lot of work here. Most of that is avoided capital cost for CCS, but it also means the grid keeps emitting CO2 for decades. The rule change is real, but calling it a green light ignores the other compliance drivers states and utilities still face.

Good point on the queue. Also worth noting the repeal is separate from state-level rules. A plant in Ohio might face different requirements than one in Pennsylvania, so the 'green light' headline oversimplifies it.

Marcellus gas plants for data centers were probably going to be built either way. The bigger question is interconnection queue and firm gas supply. Removing CCS just lowers the cost per MW. Still waiting to see how PJM handles the load growth.
