The first involves post-consumer scrap, where imported products could claim lower carbon costs by declaring scrap content without proper verification. The second is the 50-tonne mass threshold for imported CBAM goods, which may allow smaller shipments to bypass the carbon levy entirely. European Aluminium warns that without fixes, CBAM could increase costs for domestic producers while importers face no equivalent burden, accelerating carbon leakage instead of preventing it. The full plenary vote is expected in September.
