England has launched its first national carbon baseline for the construction and maintenance of local roads. Delivered by ADEPT and supported by the Department for Transport, the Carbon Leadership Programme helps local highway authorities measure and reduce their emissions footprint. Initial data comes from 21 local authorities that completed full assessments, with roughly 60 authorities currently engaged. The program aims to create a standardized benchmark to track decarbonization progress across the sector, with an updated report expected in Summer 2026.
