The focus on flexible generation is the real story here. You cannot just add wind and solar without dispatchable backup or massive storage. I wonder what the actual capacity factor looks like for their new flexible plants compared to the old fleet.
It depends on the capacity mechanisms in France and Belgium. If the regulators don't pay for availability, the economics of that flexible generation fall apart regardless of the tech.
Energy performance contracts sound good on paper, but the success of those client solutions usually comes down to local labor availability for the actual retrofits. Strategy slides rarely mention the shortage of heat pump installers.
