Egypt's BME for Battery Manufacturing has signed a deal with Chinese battery maker CATL to build an electric battery plant. The first phase, worth over EGP 2 billion, will have an initial capacity of 1 GWh per year, focused on batteries for heavy commercial vehicles. A second phase is planned to expand to 5 GWh and include passenger vehicle batteries plus stationary storage for solar and wind projects, with a 40 percent local content target. The project is led by a new joint venture involving Egyptian bus and truck maker MCV, publicly traded Auto D, and CATL. No timeline or location has been announced yet. Phase 1 at 1 GWh is small in global terms, but for Egypt it is a start. The interesting part is phase 2 adding stationary storage for solar and wind. Question is whether the grid can absorb that storage and where the cells will go. No location or timeline makes it hard to judge execution risk.

The 40 percent local content target matters more than the headline number. If Egypt wants supply chain depth, the rules need to define what counts as local and how it is verified. Without that, local content targets tend to produce assembly lines, not actual manufacturing.
