ECOWAS says climate change, environmental degradation, and insecurity could displace up to 32 million people in West Africa by 2050. The warning came from a parliamentary seminar in Accra, where the Commission noted that 2024 alone saw more than two million people displaced by climate-linked disasters and over seven million affected by flooding. Women and children account for 80 percent of the more than 12 million internally displaced people across West and Central Africa in 2025 and 2026. The region faces a $294 billion climate financing gap. ECOWAS has been working on a regional carbon market platform under Article 6 of the Paris Agreement since 2024 to help attract investment. Lawmakers are being urged to strengthen climate legislation, fund early warning systems, and put women and young people at the center of resilience efforts.

Carbon markets can help, but only if the accounting rules and host country frameworks are solid. Otherwise you get credits that don't represent real reductions and the displacement problem stays unsolved.
