E20 ethanol blend may cut mileage by 3-5% but offers cleaner combustion and energy security, says India's Oil Ministry

The ministry released a detailed document addressing criticism of the Ethanol Blended Petrol Programme, arguing the mileage loss is offset by benefits including higher octane rating, faster combustion, smoother acceleration, and lower lifecycle carbon emissions. India reached 20% ethanol blending during the 2025-26 supply year after achieving 10% blending ahead of schedule in 2022. The ministry rejected claims the rollout was rushed, noting pilot projects began in 2001 and that E20 underwent extensive testing for engine durability, material compatibility, and emissions. It also dismissed calls for multiple fuel grades at pumps, saying parallel supply chains would raise logistics costs. On pricing, the ministry said E20 is not necessarily cheaper than petrol because ethanol procurement prices support farmers. The programme has saved over Rs 1.97 lakh crore in foreign exchange, displaced 316 lakh tonnes of crude imports, and reduced 952 lakh tonnes of CO2 emissions since 2014-15.
