The City of Duncan in British Columbia voted to continue its carbon neutral program, which started in 2012, by purchasing carbon offset credits in its annual budget. Council made the decision in April 2026 after debate, with one councillor opposing the move. The city bought 217 carbon credits for about $6,500 in 2025, funding went to the Great Bear Rainforest project. Councillor Garry Bruce argued the spending does not make a real difference locally and noted no other local government in the Cowichan Valley participates. Staff explained the money could fund local green projects but those would not offset emissions to the same degree as buying verified credits. The majority of council voted to continue the program, citing staff efforts to find local projects and the regional nature of the Great Bear Rainforest initiative.
