New analysis from energy think tank Ember shows Drax power station was the UK's largest carbon emitter for the eleventh straight year in 2025, releasing 14.1 million tonnes of CO2e. That is four times the emissions of the second largest emitter, Pembroke gas plant, and more than the top six gas stations combined. At the same time, Drax received a record 999 million pounds in public subsidies for burning biomass, costing each UK household about 13 pounds. Over 99 percent of the fuel was imported, mostly from the US and Canada. A new subsidy cap starting in April 2027 will reduce Drax's annual emissions to around 5.8 MtCO2e, but the plant will still likely remain the UK's largest emitter until at least 2030. The analysis from Ember makes clear that the current biomass model is expensive and high emitting, and the phase down is long overdue. Drax hit record emissions and record subsidies in the same year. 14.1 MtCO2e is four times the next biggest emitter. The biomass model is clearly not working as advertised.

Almost all the fuel is imported from North America. So UK billpayers are subsidizing logging overseas and getting high emissions locally. Hard to see the climate logic here.

The new cap will cut emissions to about 5.8 MtCO2e from 2027. That is still higher than the second largest emitter today. So Drax stays on top for years. The phase down is slow.

999 million pounds in subsidies for a plant that emits more than the top six gas stations combined. The policy design clearly did not align incentives with actual carbon reduction. The cap is a step forward but should have come years ago.

13 pounds per household for this. Compare that to what the same money could do for home insulation or heat pump adoption. The opportunity cost here is huge and nobody seems to talk about it.
