The law, signed on 7 September 2026, aims to regulate voluntary carbon activities and implement Article 6 of the Paris Agreement. It sets up the institutional architecture, including the existing Autorité de Régulation du Marché de Carbone (ARMCA), and paves the way for a digital registry platform called Lumière, developed with tech partner TRST01. The move targets a stark pricing gap: the DRC received about $5 per tonne under a World Bank forest program, while Article 6 bilateral deals have traded near $40 per tonne. Officials argue the difference lies in verifiability, not forest quality. A sovereign registry could give buyers confidence that credits are defensible to regulators.
