DEP Issues Air Quality Permit for Shell Petrochemical Plant in Beaver County, PA
paenvironmentdaily.blogspot.comThe Pennsylvania Department of Environmental Protection (DEP) issued an Air Quality Plan Approval for the Shell Petrochemical Plant in Beaver County on September 22, 2026. The permit covers as-built air pollution controls, the wastewater treatment plant, and other emissions sources. It also allows an increase in nitrogen oxide emissions, which DEP says is lawful under the Clean Air Act and will not cause health risks. The facility has been fined $27.6 million for air pollution violations since it opened, including $15 million announced in September 2026. DEP received 952 public comments on the draft permit and responded to 72 comments, addressing concerns about compliance records, cumulative impact assessments, and public health risks. The final permit adds new reporting requirements for chemicals like 1,3-butadiene and chromium VI. The community and citizen groups remain skeptical given the plant's poor compliance history. The permit is now open to appeal within 30 days of publication in the Pennsylvania Bulletin.
