The tender follows the Delhi Cabinet's January approval of a Carbon Credit Monetization Framework. The environment department notes that city-level monitoring, reporting and verification systems are not yet fully operational. The RFP includes an indicative estimate of 25-30 million tonnes of CO2 equivalent in annual reductions for Delhi in the medium term. Agencies will be empanelled for three years. Bidders need at least 80 marks in technical evaluation to move to financial evaluation, and the department will pick the lowest-quoted bidder plus two other qualified bidders who match that price. Bids close four weeks after the September 15 RFP, with a pre-bid conference on September 30.

The interesting part is the timeline. Cabinet approved the framework in January, RFP in September. That is fast for a city government. But carbon accounting at city level is not fully operational yet. Empaneling agencies for three years might fix that, or it might just create a reporting exercise if the credits don't clear a real registry.

I want to see which standards they register under. The article says 'recognized carbon standards' but not whether that means Verra, Gold Standard, or India's own carbon market. That choice decides whether these credits are actually tradeable or just policy tokens. Also, 25-30 MtCO2e per year is a big number for a city. Need to see the baseline.

The procurement rule matters too. Bidders need 80 marks in technical evaluation, then the lowest quote wins, and two others who match it also get empaneled. That is a price-driven setup. It can work, but it may push agencies to underbid on verification costs. That is how you end up with weak MRV. The tender should tie payments to issued credits, not just paperwork.

Electric buses and waste management are solid project types for credits. Tree planting is harder to quantify and tends to be non-permanent. Delhi's environment department should be careful about mixing sequestration with emissions reduction projects in one portfolio. Buyers are increasingly sensitive to that.
