Delhi government seeks agencies to monetise carbon credits from electric buses, tree planting, waste projects
business-standard.comThe Delhi government has issued a tender to empanel three consultancies or agencies that will generate and monetise carbon credits from its green initiatives. The eligible projects include electric bus operations, tree plantation, and waste management. The selected agencies will handle technical documentation, register projects with recognised carbon standards, and manage validation, verification, issuance, and trading of credits. Revenue from the credits will go into the state's Consolidated Fund or a designated GNCTD account. The tender follows the Delhi Cabinet's January approval of a Carbon Credit Monetization Framework. The RFP notes that Delhi's emissions are driven mainly by energy and transport, and it identifies renewable energy, energy efficiency, sustainable transport, waste management, and circular economy as potential reduction areas. A preliminary estimate cited in the document suggests Delhi could cut 25-30 million tonnes of CO2 equivalent annually in the medium term, though the figure is only indicative. The agencies will be empanelled for three years, with selection based on technical and financial evaluation. Bidders need at least 80 marks in the technical stage to qualify financially, and the department will empanel the lowest-quoted bidder plus two technically qualified bidders willing to match that quote. Bids are due four weeks after the RFP issue date, with a pre-bid conference scheduled for September 30.
