The planning hurdles are real, but the labor shortage is the bigger ghost in the room. You can have all the permissive frameworks you want, but if there are no installers who actually understand breathable lime plaster and heritage fabric, these buildings will just rot from the inside out.

Interesting that the focus is almost entirely on fabric and VAT. If we actually move thousands of these old estates from gas to heat pumps, I want to see the local distribution network plans. Most of these historic clusters are in areas with ancient grids that cannot handle the peak winter load.

The claim that fabric improvements to listed buildings could hit 30 percent of the Sixth Carbon Budget sounds huge. I would like to see the Verco data on that. It seems optimistic given how slow the actual rollout of these works has been so far.
