Czech Prime Minister and Italy's PM have agreed on a set of proposals for the next EU leaders' summit aimed at lowering energy and carbon costs. The measures include changes to how the EU's reserve pool for carbon credits is used, more flexible free allowances for energy-intensive industries, and temporary steps to reduce the impact of carbon pricing on electricity generation. The package also calls for easing methane rules, monitoring positions in the carbon allowance market, and delaying the start of ETS phase 2. The proposals reflect growing political pressure from member states as high energy prices collide with the EU's emissions trading system. Some of the ideas, such as monitoring allowance trading, could improve market transparency. Others, especially delaying ETS phase 2 and loosening free allocations, would likely weaken the carbon price signal. The package shows the tension between short-term affordability and the bloc's long-term decarbonization goals.
