Cyprus shipowner to IMO: carbon tax before zero-emission fuels are ready is just a cost
cyprus-mail.comA Cyprus-based shipping executive challenged the IMO's proposed Net-Zero Framework at a Tokyo maritime forum, arguing that carbon-based charges will pressure small and medium shipowners before zero-emission fuels and bunkering infrastructure are available. Capt. Eberhard Koch said regulators should focus on fuel availability, technological readiness, and efficiency gains for existing fleets rather than taxation alone. The remarks came during a panel on fleet performance and decarbonization, part of a wider Cypriot-Japanese shipping engagement. Koch also questioned whether current environmental performance measures reflect operational realities, and called on the Japanese Shipowners' Association to support a rethink of the IMO framework. The core issue is sequencing: if the penalty arrives before the fuel, the cost lands on operators and consumers without a guaranteed emissions cut.
