COP31 in Antalya could be a turning point for climate finance and just transition, expert says

The Bonn Climate Conference set the stage, with developing countries pushing for delivery of pledged funds and reform of financial sector lending to fossil fuels. Yeldan notes that carbon markets have become financial instruments but have not driven deep emission cuts, as global emissions rose from 40 billion tons in 2000 to 55 billion tons in 2024. Yeldan argues that climate finance alone cannot offset historical emissions from developed countries, which account for 92% of cumulative emissions since the 1850s. He calls for absolute emission reductions by developed nations alongside funding. For Turkey, the challenge is balancing industrialization, energy security, and green transition. COP31 may push for more concrete action on renewables, low-carbon industry, and carbon capture.
