Continental Carbon faces 81 alleged violations at Oklahoma carbon black plant including emissions exceedances and reporting failures

Oklahoma environmental regulators have issued a notice of violation to Continental Carbon Co. alleging 81 infractions at its Ponca City carbon black plant. The notice, issued by the Oklahoma Department of Environmental Quality, follows a full compliance evaluation in April. Alleged violations include exceeding permitted emissions limits for particulate matter, SO2, NOx, and carbon monoxide, as well as failures in equipment testing, recordkeeping, and reporting. The notice also cites failures to report emissions from an emergency diesel generator, conduct stack tests, and maintain incident reports for carbon black spills. Additional breaches of a 2015 federal consent decree with the EPA are alleged. Continental Carbon has been instructed to submit a compliance plan within 15 days detailing corrective actions and measures to prevent future violations.
