CLP Holdings and CNOOC are expanding their long-term partnership to develop Hong Kong as a hub for green maritime fuels. The agreement focuses on increasing the availability of LNG and exploring zero-carbon alternatives for shipping vessels. Beyond fuel supply, the two companies plan to study the implementation of hydrogen technology and carbon capture, utilisation and storage (CCUS) to reduce the environmental impact of the maritime sector.

LNG is a start, but the real question is the infrastructure for hydrogen. Does Hong Kong actually have the storage capacity or the pipeline connectivity to make zero-carbon bunkering viable at scale, or is this just a high-level memo?
The intent is there, but the implementation depends on the subsidy framework. Without a clear price signal or carbon tax on traditional bunker fuels, the shift to hydrogen will be slow regardless of the technical capacity.
CLP and CNOOC have worked together since the 90s, so they have the relationship. It is interesting to see them move from basic natural gas supply into CCUS and hydrogen, though the specifics on the CCUS project are still pretty vague.
