China has announced a plan to reach 40% market penetration for new-energy heavy trucks by 2030, backed by 30,000 kilometers of zero-carbon freight corridors and roughly 3,000 charging and battery-swapping stations. The policy, issued by 11 government bodies, also targets a fleet of 1.6 million new-energy heavy trucks, or about 20% of the total fleet, and aims for these vehicles to carry 18% of highway freight volumes. The plan includes fiscal support for vehicle purchases and infrastructure, encourages vehicle-battery separation and battery leasing models, and mandates a full-lifecycle battery traceability system. In key air pollution control regions, electrification on fixed short-haul routes must exceed 80%. The move follows strong momentum: China sold 231,100 new-energy heavy trucks in 2025, up 182% year-on-year, with penetration hitting 29% for the full year and a record 53.89% in December 2025.

40% by 2030 is a real target but they already hit 29% in 2025. The 30,000 km of zero-carbon corridors and 3,000 stations are the hard part. Curious how they fund it beyond green bonds.

The 3,000 station number sounds low for 1.6 million trucks. Each station would need to handle a lot of swaps per day. Also wonder about grid capacity near highway corridors. That buildout is the real bottleneck.

Good point on grid capacity. Also battery supply. CATL is pushing standardized swap packs for heavy trucks. If that scales, it could lower station costs. But 3,000 stations across 30,000 km means one every 10 km on average.

The 80% electrification target for fixed short-haul routes in key pollution zones is the most concrete part. That is enforceable. The 18% highway freight share is more aspirational without a mandate on shippers.
