China's State Council released a new carbon peaking action plan that sets a target for new energy vehicles to make up 30% of the total car fleet by 2030. The NEV fleet stood at 44 million units at the end of 2025, or about 12% of the total, so this means more than doubling within five years. The plan also targets 25% new energy commercial transport vehicles and includes specific goals for wind, solar, nuclear, and energy storage capacity by 2030. The plan goes beyond transport. It calls for non-fossil energy to reach 25% of consumption by 2030, up from 21.7% in 2025. It sets a target of 2.8 TW of combined wind and solar capacity, 110 GW of nuclear, 300 GW of new energy storage, and 160 GW of pumped hydro. It also proposes a national low-carbon transition fund and zero-carbon industrial parks. These targets give a concrete picture of how China intends to peak emissions before 2030.
