China State Council carbon peak plan: 2030 targets for renewables, grid, and buildings

Key targets include cutting CO2 per unit of GDP by 17% from 2025 levels and raising nonfossil fuel share of energy consumption to 25% by 2030. The plan sets wind and solar installed capacity at 2.8 billion kW, conventional hydropower at 410 million kW, and nuclear at 110 million kW by 2030. It also introduces minimum renewable energy consumption requirements for heavy industries and a dedicated section on greening computing power infrastructure, including direct green electricity procurement and energy storage deployment. The plan covers buildings and transportation as priority sectors. All new urban buildings must meet green building standards, and the goal is to cut direct carbon emissions per unit of floor area by 3% by 2030. In transport, new energy vehicles should reach 30% of the national fleet and new energy commercial vehicles 25% by 2030. The document also calls for phasing out older high-emission vehicles and expanding EV charging infrastructure. These targets are part of China's broader push to peak CO2 before 2030 and reach carbon neutrality by 2060.
