China's Ministry of Ecology and Environment has issued revised carbon emissions trading rules that introduce tougher penalties for companies that fail to surrender allowances on time. Noncompliant entities now face an initial fine of 1 million to 5 million yuan, and continued noncompliance triggers an additional penalty equal to 5 to 10 times the average carbon allowance price from the month before the original surrender deadline. Regulators can also order production suspension. China's national carbon market launched in 2021 covering coal power and expanded to steel, cement, and aluminum smelting in 2025. The previous penalty structure relied mainly on a market-linked fine, so the new fixed component gives enforcement a clearer floor. The change matters for any operator trading in China's carbon market, especially heavy industry sectors now subject to allowance surrender requirements.
