China's low-altitude drone economy and green growth: AI, carbon reduction, and regional policy challenges

Using data from 30 Chinese provinces between 2012 and 2023, the research finds that the sector's environmental benefits depend heavily on AI capacity and regional conditions. Without strong digital infrastructure and smart governance, the low-altitude economy risks adding energy demand and infrastructure pressure rather than cutting emissions. The study also warns that green innovation alone does not guarantee results. Patent counts and R&D spending do not automatically translate into lower emissions or better resource efficiency. The real test is whether new technologies diffuse into production systems and actually reduce lifecycle impacts. For policymakers, the message is clear: building drone corridors and aerial logistics networks without parallel investment in AI, clean electricity, and region-specific regulation will likely fall short of green growth goals.
