China's 2026 Carbon Market Report Adds Green Hydrogen to Voluntary Emission Reduction Methodology

The report highlights green hydrogen as a key direction for source-level decarbonization and confirms that renewable energy water electrolysis hydrogen production has been included in the country's voluntary emission reduction methodology (CCER). This is the first national methodology for the hydrogen sector. The report projects that renewable hydrogen production could reach 5 million metric tons by 2030, yielding annual emission reductions of 60 million tonnes of CO2 equivalent. It also details how the carbon emissions trading market has driven companies to retire about 200 small, outdated power units over three years, saving an estimated 1.095 billion yuan in carbon costs. The inclusion of green hydrogen in the CCER mechanism provides a clearer revenue stream for electrolyzer projects and encourages downstream industries like steel, chemicals, and transport to adopt low-carbon fuels. The report is a practical look at how China's carbon market is evolving to support deep decarbonization.
