China's 2026-2030 carbon peak action plan targets 17% CO2 intensity cut and 25% non-fossil energy share

China released its carbon peak action plan for the 15th Five Year Plan period, covering 2026 to 2030. The plan aims to cut carbon dioxide emissions per unit of GDP by 17% from 2025 levels by 2030. It also targets raising non-fossil fuel's share of total energy consumption to 25% by the end of the decade, up from 21.7% in 2025. The plan includes building around 100 national-level zero-carbon industrial parks and 500 zero-carbon factories by 2030. In transportation, China wants new energy vehicles to make up about 30% of the national fleet by 2030, with new energy commercial vehicles reaching 25%. The plan also promotes low-carbon heating and cooling in buildings, solar PV integration, and deeper decarbonization in heavy industries like steel, cement, and petrochemicals. The shift from coal to non-fossil energy is a central theme, with the goal of meeting all new electricity demand with clean energy during the 15th Five Year Plan period.
