China's 2026-2028 plan to boost energy efficiency and cut carbon in steel, cement, coal power and more
allenandgledhill.comChina's National Development and Reform Commission and four other ministries published a three-year action plan on June 15, 2026 targeting nine high-emission industries: steel, electrolytic aluminum, cement, flat glass, oil refining, ethylene, synthetic ammonia, methanol, and coal-fired power. The plan aims to raise the share of production capacity meeting energy-efficiency benchmarks by an average of 20 percentage points by end of 2028, and to eliminate capacity below the benchmark level. It targets cumulative energy savings of over 100 million tonnes of standard coal and a reduction of more than 200 million tonnes of carbon dioxide emissions. Key measures include central financial support covering up to 20% of approved retrofit investment, differential electricity pricing with surcharges up to RMB 0.1 per kWh, and carbon reduction credits that can offset new high-emission projects. The plan also mandates phase-out of outdated processes and inefficient equipment, with enterprises that fail to meet limits by 2028 facing elimination. Provincial authorities must submit retrofit plans by July 2026 and report progress annually. Foreign-invested enterprises in these sectors should budget for retrofits and reassess older assets.
