The 1% non fossil share increase per year is a real target. But the plan also calls for modernizing distribution grids for distributed solar. That is where the bottleneck usually is.

Good to see long duration storage mentioned. China has been building a lot of lithium ion but for grid scale you need other options too. The smart microgrid push is also notable.

The 15 percentage point coal efficiency improvement is ambitious. That would require retiring or retrofitting a lot of older plants. The real test is whether the incentives line up for operators.
