China's newly released 15th Five-Year Plan for Building a Beautiful China sets binding targets on carbon emissions, energy intensity, and air and water quality through 2030. The plan targets nine energy-intensive sectors including steel and cement for a three-year energy-saving retrofit campaign, while scaling green industries like new energy vehicles, photovoltaic, and lithium batteries. Green and low-carbon industries in China now represent a market of roughly 11 trillion yuan, shared by over 2 million enterprises. Key sub-sectors such as green hydrogen, sustainable aviation fuel, and digital-green integration are identified as high-growth frontiers. The plan also aims to accelerate the national carbon market and implement dual control over total carbon emissions and intensity. Analysts say the binding indicators create compliance-driven incentives for traditional industries to upgrade, while removing uncertainty for capital deployment in green sectors.
