China pushes SOEs to prioritize green growth and energy security in 15th Five Year Plan

China's top economic regulator, the National Development and Reform Commission, held a symposium with seven major state owned enterprises on Tuesday to push deeper corporate reform, build a unified national market, and prioritize green development and energy security. The meeting marks the beginning of the 15th Five Year Plan period from 2026 to 2030. NDRC Chairman Zheng Shanjie urged SOEs to implement the dual carbon strategy for green transition, ensure energy security through clean coal utilization, and accelerate modern circulation networks to reduce logistics costs. Companies pledged to strengthen resource recycling, advance clean coal use, and promote high quality development of the coal chemical industry. Experts said the symposium signals reform must direct state capital toward strategic emerging industries like AI, advanced manufacturing, and energy digital integration. The goal is to transform institutional advantages into practical breakthroughs for technology and industrial upgrades, strengthening national competitiveness.
