China launches 16 MW floating wind turbine to power offshore oil platforms in South China Sea

China has deployed the world's largest floating wind turbine, a 16 MW unit built on a tension-leg platform and anchored in the South China Sea. Developed by state oil company CNOOC, the turbine stands 307 meters tall and weighs about 8,000 tons. It is headed to the Lufeng oil field where it will supply electricity directly to offshore extraction platforms via underwater cables, replacing some of the diesel or gas burned on site. CNOOC says the turbine can generate 54 million kWh per year, saving 15,000 cubic meters of fuel annually and cutting CO2 emissions by 35,000 tons. The design uses vertically tensioned cables to eliminate vertical vibration, making it stable in deep water with strong waves. This is a practical example of using renewables to decarbonize hard to abate sectors like offshore oil and gas production.

Interesting use case. Instead of feeding the grid, this turbine directly powers offshore oil platforms. That is a real world example of decarbonizing extraction operations, not just adding renewable capacity for the sake of it.

The TLP design makes sense for deep water stability. But 54 GWh per year from a 16 MW turbine implies a capacity factor around 38 percent. That is decent for floating offshore but I would want to see actual output data after a year of operation.

The interesting policy angle is that CNOOC is using this to cut fuel use on its own platforms. That is a direct emissions reduction from a state owned oil company. If China starts requiring similar retrofits across offshore fields, the cumulative impact could be significant.

35,000 tons of CO2 saved per year from one turbine is not huge globally but it is a proof of concept for using offshore wind to displace diesel or gas on platforms. The question is whether CNOOC scales this or keeps it as a showcase.
