China expands green hydrogen hubs as Inner Mongolia and Shenzhen lead low-carbon shift
macaubusiness.comChina has moved green hydrogen from pilot projects to a national buildout. The National Energy Administration approved nine pilot regions and 41 projects in late 2025. Inner Mongolia's Baotou is now the center of an integrated chain covering production, storage, transport and use, with a 195 km pipeline under construction and hydrogen trucks and buses already running in the city. The numbers are still early. Inner Mongolia produced 12,694 tonnes of green hydrogen in 2025, up 3.6 times year on year, with 80,000 tonnes of annual capacity installed. That is a small slice of China's 39 million tonnes of total hydrogen output, most of which still comes from fossil fuels. Shenzhen's hydrogen and fuel cell industry has already passed 50 billion yuan, and five city clusters have been approved to push the sector toward market scale.
