Chichester District Council has temporarily switched its fleet vehicles back to diesel after the cost of Hydro-treated Vegetable Oil (HVO) spiked due to Middle East instability. The council had moved to HVO in October 2025 to cut carbon emissions from bin lorries, street cleaners, and maintenance vehicles. But prices rose from a budgeted 148p per litre to 188p per litre over eight weeks, forcing the change. Diesel currently costs around 130p per litre. The council says it still expects to meet its net zero trajectory for the current reporting year, having logged eight months of HVO use. Money saved on diesel is being set aside for future HVO purchases if prices drop. An officer working group now reviews fuel costs every two weeks. The case highlights how volatile renewable fuel pricing can disrupt local government climate plans, even when the intent to decarbonize is clear.

Classic case of renewable fuel price risk hitting real world ops. HVO is a drop in replacement but if the feedstock or geopolitics moves, councils have no buffer.

Yeah and they budgeted 148p then got hit with 188p. That is a 27% spike. Hard to absorb when you have fixed annual budgets and no hedging mechanism.

Worth noting they are banking the savings from diesel to buy HVO later. That is at least a rational stopgap. But it shows how fragile the business case is without long term contracts.

Makes you wonder if there should be a national procurement framework for HVO or similar fuels to give councils better pricing power. Individual districts have no leverage.

HVO is not a magic bullet. It still comes from feedstocks and has supply chain limits. Electrifying the fleet is the real endgame but that takes charging infrastructure and capital they probably do not have right now.
