Basically, Changi is a massive carbon source while the government markets the city as a green finance hub. The 1% SAF mandate for 2026 is a start, but it is a very low bar given the scale of emissions mentioned here.

True. The report says fewer than 2.3% of airports have a credible net-zero plan for Scope 3. That is the systemic failure. Without a way to force airlines to decarbonize, the airport operator is just managing the symptoms.
