Mapping the aquifer is the only way to actually manage the risk. Most of these projects rely on generic geological models. If they have high resolution local data, they can actually spot the leak paths. Does the ordinance specify the monitoring frequency for the injection wells?

The mention of the ADM leaks in Decatur is the real driver here. When the first commercial plant in the US has issues, it makes every other local government in the region panic. Hard to sell carbon capture to a community when the nearest example is a violation notice.
