CECEP, a Chinese state-owned enterprise focused on energy conservation and environmental protection, is rolling out a full-chain low-carbon service system. The system covers clean energy supply, industrial energy efficiency, wastewater treatment, solid waste disposal, smart lighting, zero-carbon park operations, carbon asset management, and green finance. The group showcased this strategy at a carbon neutrality expo in Shanghai in June 2026. A key part of the offering is digital carbon management. CECEP Data's platforms, including Yangtze River Cloud and Zero-carbon Cloud, provide carbon monitoring, green evaluation, and financial matchmaking. The Zero-carbon Cloud green account system has already supported green loans and asset transactions for steel and coking companies, with assessed green assets exceeding 10 billion yuan ($1.47 billion). CECEP is also pushing zero-carbon industrial parks that integrate renewable energy, smart microgrids, resource recycling, and certification services. Last year it helped prepare 14 zero-carbon park projects, with two selected as national-level pilots. Chairman Liao Jiasheng emphasized that a true zero-carbon park requires systematic reshaping of energy, industry, operations, and ecology across its entire life cycle.
