CCS fragmentation is partly a storage site access problem. You can capture CO2 but if the nearest suitable reservoir is 500 km away with no pipeline, you are not getting a final investment decision. Infrastructure buildout is the bottleneck.

Storage site access is a problem but also the capture side is not standardized. Every industrial source needs a custom solution and that kills economies of scale. Until someone builds a modular capture unit that works across cement steel and power, costs stay high.
